Super Slow emails

During many parts of the day, it takes 45-120 seconds to load the INBOX or a single email.  The system just keeps whirring no matter what I do.  Am I not getting the high speed I pay for?  Does COX need more mail servers to accommodate the traffic and high use times?  This happens nearly every day.
