Slow connection - Seeking Solution...

My internet connection is constantly running slow.  This has been an ongoing problem for several years.  At times it is so slow web pages take minutes to load.  DL speeds are regularly in the range of 1-4 Mbps vs 18 Mbps per the plan.

I recently contacted COX about this issue.  They had a tech come out to "check the modem".  The tech shows up and checks all of the connections, and even replaces some of the compression fittings.  After this the tech runs some speed tests which report as low as 3 Mbps.  The tech then changes the server used for the test and speeds improve quite a bit (10-12 Mbps).  The tests were done using www.speedtest.net .  The tech commented that the other server must have been using "old" equipment.  He also commented that our modem was quite "old" and that it could be "going out".  The modem is a motorola SB5120 which we have been using for about 6 years now.  I work full time during the day so my time on the internet is late afternoon/evening, nights, and weekends.  Later that same day the speeds came to a crawl as usual.  Using the cox internet speed test, results show DL speeds back down to 1-4 Mbps.  Could this be a problem with COX's equipment being "old"?  Will a new modem solve this issue?

Just the other day I purchased a new modem (Motorola SB6121) hoping this would fix the issue as the tech was not able to do anything else.  After connecting the modem and letting is sit for some time, all lights stopped blinking indicating all was well.  After connecting the PC directly to the modem - nothing - no connection.  I can't even log into the router (192.16.100.1) via IE.  Whats the problem here?  BTW I have sent a support request to COX but have not heard back.

Any help would be greatly appreciated.

I myself am have slow speeds as well... around the same as you 3Mbps down and 2Mbps up.. May be my modem, maybe my line.. As far as getting a new modem I believe you have to call COX and give them the new MAC address off the new modem

Update:

After some time on the phone with COX the new modem (Motorola SB6121) is now working.  Intitially everything was working great.  This was on the evening of  Friday, 7//13.  Late Saturday afternoon speeds came to a crawl again.  After pulling the power cord from the modem and reconnecting speed went back to normal.  The following day (Sunday) I come home from church (about 11am) and the internet is not working at all.  So I pull the power cord from the modem again and reconnect.  After performing a speed test (speedtest.net) the DL is good but the UL is reported at .01-.03Mbps for several test's and using different servers.  Several times during the UL part of the test I recieved errors and the test would not complete.  Loading of internet sites was painfully slow, sometimes not working at all.  Re-Booting the modem did nothing to resolve this issue.  The slow speeds continue but I'm not quite sure of the what or why of it all.  In the mean time I will update on status if anything changes.
