What Operating System (OS) are you using? Vista/7/8.1?
Basically its a feature of your browser, telling you some content, usually pictures, are not secure on the page, even though the page is secure (begins with HTTPS). This is usually a false alarm and can be disabled, but YMMV.
Try this to disable: http://support.microsoft.com/kb/2625928#method2

If a page is claiming to be secure on https and you're getting that, it means that some of the content on the page is being pulled from a non-https server. And yes, it is a security issue and the webmaster's fault who designed the page because they did not make sure that all content of the page was https. For all a visitor knows, certain content may have been injected into the site and be a hack (like a link going to a malware site inserted onto a graphic), although most times it's just a webmaster screwup.
You should go to http://whynopadlock.com and put the URL in of the page you are visiting. It will show you what content isn't secure. Then email the contact person for the website and let them know their site isn't secure.
