Short answer: By accident
Long answer: They may also paying for a seasonal account. Basically you pay a small amount every month just for the email. They stopped offering it for a bit, but last I heard it was a option again. But some people have email accounts the system I think forgot somehow?

force113,
Those are the 2 possibilities. In order to verify, I would need to know the email address. The server broker is supposed to keep the email active for 60 days, but I have seen some work for years after an account was closed. We do not have an agreement with Dish to keep it active.

You relative may not have reached the 60 day point, so they may still be accessing their Cox email account, but it will eventually go away.
