I upgraded from a DOCSIS 2 to a DOCSIS 3 modem and i am getting the same download and upload speeds as before. I also cannot stream on twitch.tv without dropping a lot of frames which is an indicator of some kind of connection problem. I was able to stream without any problems 2 or 3 months ago

What is "alot". Twitch has been having some issues latly.
You probably need the service code changed on your account. A moderator will probably chime in later tomorrow if its anything like the other 300+ threads.
Last, what are your signal levels?

by a lot i mean 40-75% dropped frames depending on the server and bitrate settings. its not just on twitch either, i tried http://hitbox.tv/ and instagib.tv and had similar or worse percentage of dropped frames. heres a screenshot of the connection page on my modem http://prntscr.com/2935ow

My speedtest results are around 60mbps down which is double what i was getting before but my upload is still anywhere from 2-5mbps and im still getting around 20-50% dropped frames when trying to stream on twitch.tv

As far as I can tell my upload is fine with everything but streaming services. I'm using OBS to stream and I have my max bitrate set to 1800kb/s and my buffer size set to 1800 kbit and I'm trying to stream at 720p. I'm getting ~7% dropped frames with these settings. If i put the bitrate and buffer size any higher it starts dropped ~50% frames. I should be able to stream with a bitrate of 3000 kb/s no problem since I'm getting 10 and 12 Mbps in speedtests. I'm starting to think that I'm getting throttled because I have the same performance on 2 other streaming sites.
I just want to clarify that my service is excellent with the exception of the problems I'm having with streaming.
Heres what I got from a traceroute to twitch

Hi,
I have exactly the same problem as the other premier users.
Please upgrade my service code as well as the firmware.
Please let me know if you need my cox account information.
I believe that I have a DOCSIS 3 modem -- sb6120 motorola, but I am not very sure about it.
