Newly installed UBEE DVW326 Docsis Modem -Weak wifi, Slow connection
Had a newly installed Ubee DVW326 Modem installed this p.m. Even at next room, the wifi signal is normally at 4 bars, and intermittently goes to 5 bars for 5-7 mins., then back to 4 bars regularly. Also supposedly should ave max of 50Mbps, but speed tested several times since this pm to midnight and getting at most 16Mbps up and 7.6 Mbps down. Is this a modem issue? Have reset twice to no avail.

I looked from this end and the modem is reporting that all the wifi channels are unusable due to interference in the area which would likely explain what you're seeing. Wired connections are always recommended for the best speeds possible. You can however look for and try to remove sources of interference such as baby monitors, microwave ovens, or possibly other wifi routers that may be near by to try and improve the wifi service.

Are you getting faster thruput up than down, you say 16 up / 7.6 down? Anyway even 7.6Mbps up is normal for the Preferred (50Mbps) plan. Can you run a test wired directly to the gateway. If you get close to 50Mbps down with a wired connection, that would point to WiFi being the issue. If you still get <20Mbps down, I would check your signal strength off the cable, that points to cable/modem issues.
