MASSIVE slowdown for no apparent reason

I just ran a speed test for our internet. I have rebooted both the router and the modem. I have also tested the problem by directly connecting to my modem (although even if this worked it wouldn't be a fix) Our service is premier plus so I'm not sure why this is so slow.

I also tested it with Cox speed test, and it was so slow it failed.

Hi ButlerHousehold,

Those are some pretty low speed results.  Were those from the direct connection to the modem? I would like to compare the results between a direct connection and one using the router.  It very well could be the an issue with the signal coming into the modem or the modem itself that is causing the connection to be slow.  We can check the signal levels and see if there are any visible issues, please email us at cox.help@cox.com including the name and address on the account.

It was from both actually however I managed to finally get through to a livechat agent last night and after a quick signal to the modem it was ok, then later I had issues, and found that it appears to be a problem with skype which I had set to receive calls, possibly with all VOIP programs since I also had problems with Raidcall. I'm still running tests to determine if it is just when their running, or if its periodical or what not.
