I purchased the Cox Internet Preferred package about 6 months ago, and until about a month and a half to two months ago my speeds were just fine. I was getting close to the 25Mbps advertised. Recently though, I noticed my speeds were getting much slower and downloading anything would use so much of my bandwidth that I couldn't do anything else. Speedtest states I am now getting 11.5Mbps and no higher.
Not long ago I had a tech come to my residence to install new hardware, so everything should be in working order, and my DOCSIS 3.0 modem is rated for speeds up to 172Mbps. I have been reading other forum posts, and the most common issue is that there is some issue with the "service code" being set incorrectly. I think this is probably the issue since I recently had a tech visit anyway.

For the Preferred Tier of service that could should not affect the speed that you are getting. The Docsis 3.0 modem is good to have to get the best performance out of the connection, but the code that other customers are referring to are for the Premier level of service (up to 50 Mbps down/10 Mbps up). Docsis 2.0 can achieve the speeds included in Preferred so changing the code was not necessary.

What would be a reason that I'm getting 11.5Mbps when I should be getting 25Mbps?

I unplugged the router and plugged the ethernet cable directly into my computer and got the 25Mbps. Upon further investigation, my router required a firmware update. I performed the update and everything is back to normal now. Thank you very much for your time.
