For at least the last four days, I've been experiencing very slow speeds in the Mountain's Edge (Las Vegas, NV) area. I have a fairly recent Motorola SB6141, previously an SB6121. I've tested with both my computer directly, my Netgear R6300 a retired D-link and a Belkin router I had lying around, and none seem to have any affect on my 4Mbps limit from almost anywhere on the web. Upload has been generally amazing, occasionally bottoming out around 2Mpbs but frequently breaking 30-40Mbps. Are there known issues in this area affecting downstream for the past few days? For the record I am suppose to be provided 150/75 service and I haven't experienced a major issue like this for the year(+) I've currently had this level of service.

Tested this morning and am currently seeing speeds of 75Mbps downstream and 30Mbps upstream, not quite as promised but significantly better than I had been seeing. I'm not confident this is indicative enough of the problem being addressed and will continue to monitor and test just to be sure it remains.

I would be happy with those speeds. I am like a turtle at downloads at 5Mpbs and uploads at 1Mpbs. What am I doing wrong? Are there different option to purchase?

Sorry, didn't realize the uplink was suppose to be 20, I've rarely ever seen the upload stay below 20 myself, didn't mean to misquote your product offerings. And to be certain, there have been no in-house line changes or adjustment before this degradation in service appeared for me, since it started I have bypassed the only outlet directly to the cable from the wall that was present. I've been seeing consistently higher speeds for about a year than I am right now and the last several days had been awful, maxing out around 500K at the best of times with a max stuck just under 4Mbps. Currently I'm showing around 20-40Mbps downstream and 20-30Mbps upstream consistently through my usual tests. Below are my cox test results. For you information, the link showing how to find that uses out-dated graphics for my current account panel, though the navigation was "similar" it was nothing like the images in the link showed.

Without any modifications on my part, I did just receive this good test result, more in line with what I had been seeing for the past year on my usual speed test sites, though it returned to a 20-40Mbps range shortly thereafter:

I've seen two 50-60 results as well while posting this.

I'm pretty fortune to live directly next to the major incoming fiber route here in Las Vegas near the 15/215 interchange and down the street from a handful of data centers so I'm about as close as you can get to the major backbones connectivity wise without much residential interference and distance (<2000 meters). I'm guessing that helps my area unlock the "Ultimate" level service.

I am currently using a router, when I was experiencing the slower speeds I had tested a direct connection and three different routers without any noticeable change. I'm presently in the middle of publishing some code now that I can send adequately and will test again when I can lose the connection for a bit.

Can you run this test directly connected to the modem? Not that I think the router is causing the issue, but it could still interfere with the more technical data this test gives back. Also be sure to stop any backup programs or anything that might use a internet connection.
Choose the closest/best server(yellow pin if possible) click through any Java warnings. "Click here to start test".
Once its finished click "Analyze your Results" along the top and paste the info here.

@ Health Edge
Hooked up my laptop this time directly (original Mac which has issues with Java plugin) and used the closest yellow pin I could find there. That test reminds me a lot of the "test.lvcm.com" test, looks the same anyway. Anyway, here's the information from "Analyze My Results":

Some additional test results on the Cox recommended speed test (under my account login) since directly hooked up right now. I have been seeing several 60-70Mbps this afternoon and obviously at this point my internet is usable. I'm still perturbed by the sudden loss of quality for several days without an apparent reason. I rarely saw speed tests in the past exceed 100 so we're much closer than we were when I started this thread. I will continue testing as my experience thus far has proven sometime after around 4-6 PM my connection will become questionable, though these are the first consistent ~70Mbps results I have seen in a while, so hopefully no repeat.

It would appear I have exceed my allowed test limit in a 24-hour period on my account on the internal cox test, here was my last result before it stopped allowing it:

My guess is some of the slight downstream problem the moderator noticed is pushing you into a downstream channel that has some congestion on it. Thats why your Forced idle is so high.
I don't think this will be fixed without someone coming out. Until then you can collect data though. Can you paste your signal levels from the modem? I specifically want to see what Downstream Channel IDs your on, and if they change when your speed changes.
Should look something like this.

Watched these the other night while powering off and on with different connected devices and such but not familiar enough myself to know what these could indicate. How often should I capture that information? How often should it change while active?

I configured my browser to auto-refresh the router page with that data and took roughly 20 screenshots before, during and after speed test activity and idle activity. The information in that screenshot remained steady the entire time, excluding the values in the codewords sections at the bottom.

That shows us several things. First take note of your channel ID's for downstream; 126, 127, 128, 131, 132. Do you notice a significant change in download speed if/when those change?
Next, it looks like your Downstream signal to noise ratio (DS SNR) is somewhat low and lower then I would expect given your downstream power level. Not sure how that ties into your problem, but its something of note and should be fixed.
Can you explain how the cable wire gets from street to house? Underground? Is there a 2nd pole between house and pole at the street? Do you even have telephone poles on your street?

Looks like your posting faster then I can ask questions. LOL
When you took those speed tests, were you see the same variety as the speed test data you posted? If so then that suggests the problem isn't signal related. Doesn't rule it out, but still good edvidence.
So now I'm leaning back to congestion in the area. Do you find your speed is less during the night from around 5-8PM?
Also, what does your gut think it is? You seem technically minded, what are your thoughts?
