Ouch, bad news; TV connect doesn't work with Cox Business internet. You need both Residential(Resi) internet and Residential TV, and on the same account. This is because of license agreements between Cox and the people who offer the content.
If you have HBO or any other the Premium channels, you can still use stuff like HBO Go on your Business Connection (technically at least, refer to ToS). You need to create a Cox.net profile for your Resi account, unless you already have one. It would be your username and password used to access your Resi bill. If not, you can register here. Unfortunately that won't get you into TV Connect though.

Trikein is correct; you have to subscribe to a Cox residential TV package AND one of the Cox residential Internet tiers in order to stream live TV Connect content on your iPad. However, you will still have access to individual channel apps like WatchESPN, NBC Sports Live Extra, and HBO GO, plus online content like syfy.com/now. You can get more info at http://bit.ly/CoxTVOnlineAccessPaths.
