I agree with your general premise, although your delivery leaves a little to be desired.   I think there shouldn't be any ads in the email inbox period, but I also agree that the ads they choose are inappropriate and unprofessional. If you wouldn't have your technicians wearing Tshirts with women wearing bathing suits, then why would you put it on your website? They have even had ads for malware on their homepage. Those eventually were taken down, but it has happened at least 5-6 times.

And before someone comes along and mentions it, I know about adblocker. Come back with your browser and version if you want specifics but mostly saying it to defeat that defense before it is brought up. Not only is it a lazy argument, but if Cox's official statement is to block their advertising, then I think their advertisers would like to know.

I will say it, because I don't speak for Cox, I speak for the community of users. Your best solution is AdBlock Plus. If you have never used it, your web browsing will be revolutionized.  If you're a bit more advanced user, then I highly recommend NoScript as well.

I'm no lazy user, it's just the best solution there is. Just like privacy on domains, along with the addon called Disconnect and Little Snitch (If you're unfortunate enough to use Windows you might have to find something else) to control what outgoing connections your computer actually makes.

Everyone has plenty to worry about, these addons not only make for a far nicer browsing experience, they also add much to your own internet security. As in, every site you go to isn't sukking up your browsing habits and selling them to the highest bidder so they can build tracking profiles on you and blast you with even more advertising.

Security and Privacy are real concerns that too many people don't understand and therefore don't take seriously. I'm personally offended that almost every website I go to would gather my information and sell it because they can. Google is the worst. I have yet to have any website offer to pay ME for visiting their website, yet tons and tons of sites take your info and browsing habits and sell them every day. I never told them they could do that. That's why these addons are important.

I don't think its fair to ask either the ISP or user to accept all responsibility. Yes, it is every users responsibility that of the security and safety or their computer/network, but I think there is a certain level of decency we can ask from out own ISP's homepage. It would be like the difference between the ad in a magazine in a store, and the Ad a store chooses to paste in it's front window. Yes, you can ignore both, but if one openly insults someone while being so public shows a laziness on the side of Cox about their advertisement. They have even admitted it needed work and was working on a program to edit their advertisement stream.

I would go for AdBlock Plus Aaron, if you really want to display ads on a given page you can always go to the icon and disable adblock on that page instantly.
