Down for Maintenance

Just curious why the Internet is down for maintenance a lot lately. Happened again yesterday and today. Keep getting the message that the system is Down for Maintenance and some functions are not available. I am able to get into my e-mail by clicking on the link provided, but the Down for Maintenance seems to be a continuing problem. What gives?
