Why is only the primary account holder allowed to access the Data Usage Meter?

Good question. Maybe so they know what email to contact if there is a overages? If someone was using 1 of 9 child accounts, and didn't use their primary, the system wouldn't know who to contact. But thats just a guess. Anyone else have any ideas?
