cox.net email accounts
I will not need cable or internet at my address any longer, but I want to keep my cox.net email accounts active. Is there a way to do this?

Simple answer - no. Cox doesn't not allow you to keep an e-mail address after terminating service.

Cox used to offer this for $9.99 a month. Which was worth paying just to make sure that no one on your contact list is cut-off from contacting you. As well as companies which asked for your email address to stay in touch with you. Cox canceled the service.
Make sure you telephone anyone and everyone when you leave the Cox area.
