Broadband error 651 using Windows 7

Just had a phone-modem installed. Hooked up my 8-port switch and tried to log on to Cox. Keep getting an Error 651. Searched the web and this has been reported by others. Maybe something to do with the raspppoe.sys file? Any solutions?
