On-Demand launch point missing on TiVo

The COX "On-Demand" launch point is missing from my TiVo Roamio. It appears whatever flag is required on the cable card & TA are missing however nobody I've been able to contact in support has the ability to address this (their tools do not expose these specific fields?)

It sounds like there may be a missing code for on demand access for Tivo on your account. We will need to investigate the details of your account to be sure.
