Intermitten upload speed loss.

Live in Las Vegas.  I've recently noticed that when I'm gaming I basically just lose most or all of my upload capability.  I receive signal from the game and can see what is going on, but any commands I input do not go through until it comes back.  Same with websites when I alt tab.  If i try to go somewhere it just sits there until the signal comes back because my browser can't get the signal through to go to the website.  My service is the "Internet Premier 200" plan.  Can someone help with this?  It's driving me nuts basically just losing games/dying/etc due to this.
