why was i lied to?

I asked to be upgraded online and asked about a surcharge.  I was told the surcharge was for installation which was a lie.  Anyhow attached is a pic of the text.  Never had a response other than it was being reviewed.  Now that I have the upgrade my internet speed remains the same.  Ridiculous!!!  Attached is my conversation.
