Why is my Internet Speed so slow?

I did a speed test on the cox website as well as a website named "Speedtest.net".  The results were the same saying we are getting a download speed of 17Mbps and an upload speed of 5Mbps.  We are supposed to be getting a download speed of 100Mbps and an upload speed of 20Mbps.  This is a significant difference and has been going on for some time.  No one else was using the Internet while I preformed this test so I know it is not a bandwidth problem.  Can someone help? Thanks.

Hmm, if the account you're asking about is the same one associated with your forum profile, and the cox.net speed test results I'm pulling up on our diagnostic page indicate that it is, your speed isn't nearly as far off as you think it is, but we're going to need to discuss account details to explain.
