Uptime / Reliability Statistics

I am considering becoming a COX customer of high-speed internet.  However, it seems as though there is a general consensus among the bloggers that COX's speeds are not reliably and consistently delivered.  One common comment is that COX high-speed internet is down or ridiculously slow in the evenings, regardless of what product you're paying for.  Is there a resource available for uptime / reliability, speed delivered versus speed paid for, etc.?
