Upload speed and static IP

Would it be possible to achieve faster upload speeds? I am currently getting around 30mbps upload. Every once and awhile I will setup a server for my friends and I to play on and it would be nice to have a higher upload. And my second question would be could I get a static external IP? I have a camera system I put up and like to access it from outside my local network but every once and a while it will change. Then I am no longer able to see the cameras on my phone and have to reconfigure my app to the new IP. Thanks for any input!

Unless you can subscribe to the gigablast plan in your area, 30Mbps up is about the max.

You can only get a fixed ip with a business plan.  All residential plans use dhcp and dynamic addresses.  You can, however, subscribe to a dynamic DNS service like noip or dyndns.  Most routers have the built-in ability to automatically keep the dynamic DNS server up-to-date and some router manufactures offer a free ddns account.  I use a free Netgear ddns name to access my security cameras from the outside.  Been doing this for over 4 years now and never had a problem.

Until DOCSIS 3.1, 30Mbps is going to be your cap on any cable ISP. If you need more, then try Gigablast or some kind of fiber. 

As for static IP, +1 need Business account. DDNS is the way to go if you are trying to save money.
