Where are you located?
In Phoenix, AZ it is channel 71 and 1071 and is in the Essential TV Pak.
Channel Line-Up:
http://www.cox.com/residential/tv/channel-lineup.cox
It is labeled as TCM and TCM HD, every Cox market carries the channel.
Most Cox markets have it in the Essential Pak, but there are a few markets that have put it in the Movie Pak.
