You have two Cox receivers? The easiest action would be to swap the receiver. However, since you have two set-ups, I'd first test the receiver.
Test the second receiver on the other TV and other HDMI cable. If the problem goes away, test again with the second HDMI cable.
If the second receiver and HDMI cable pass the test on the other TV, your problem may be an audio setting on the second TV. Perhaps you have an advanced or customized audio setting selected. Check your audio settings or reset the audio to factory default.
You didn't mention other components, such as a soundbar or audio/video receiver, so those aren't a factor, right?
