Security alert when trying to open pdf files

When ever I try to open a pdf attachement (both on web sites (trusted site, paying bills) or thru my cox email account, I receive the message: Your current security settings do not allow this file to be downloaded. I have not made any changes to my security settings recently, and I am not sure whether it is a cox message or a Norton message... thanks all...

Your browser settings probably defaulted after a Windows Update. Try this:
a.    Open Internet Explorer.
b.    Click Tools and then options.
c.    Click on the security tab.
d.    Select the Internet Zone.
e.    Click on the Custom Level Button and then scroll down to Download.
f.     Make sure to enable File download.
g.    Click Apply and Ok
h.    Restart Internet Explorer and check if that helps.
