I am a volunteer Transport Coordinator who arranges multi-legged, cross-country transports for rescued dogs. Each leg of the transport must have a different driver, and there's a huge network of volunteers willing to drive these legs. After I prepare a "run sheet", I email it out to my willing contacts, using the Bcc field so as not to expose everyone's email addresses to spammers. The recipient list can contain range from 10-40 people.
I've been doing this for going on 9 years and have never had a problem until today. I had just sent out one transport's run sheet to my contacts and prepared another email for my other transport. The one I sent yesterday to the SAME PEOPLE for the SAME TRANSPORT went through without a problem, now today, it detecting what I'm sending as "spam". This is FAR from spam! The people I send to WANT to volunteer. They are WILLING RECIPIENTS. Why all of the sudden is this being picked up as spam? How do I get this resolved, because the transport starts in 2 DAYS?!
Here's the error message I received, and I tried changing up the email and the recipients a bit to no avail:
Sending the message content to the server failed.
The server response was: Eu4A1r00D4x87eA01u4Bef This message was undeliverable. This message has been found to be a potential spam message, and has therefore been blocked.
Can anyone help me? I'm desperate here!

This sounds a lot like a commercial like newsletter mailing from what you're describing which would go beyond that the terms of service allows with regards to email. I suspect the spam filters have started to see a pattern and are now catching these kinds of messages when being sent. You could try sending them to recipients individually or without the Bcc options however my recommendation would be to switch to using some sort of mail list service for maximum convenience.

Since time is critical getting this e-mail out to your drivers, I suggest creating a new account (or using an existing) with a service like gmail. Hopefully that will let you send the message and the those pups on their way. I'm afraid messing with Cox will take more time than you have.
ChrisL, 10-40 willing recipients, expecting the e-mail, is far from a commercial newsletter or spam. From Cox TOS: "You may not use the Service to send bulk, commercial or unsolicited ("spam") email messages." From Tanya's description, doesn't look to me as she is violating the TOS.

This is NOT a commercial mailing or a newsletter nor is it unsolicited in the least. As I previously stated, everyone being sent the email WANTS to receive it. They're willing volunteers who want to help. To give you an example of what I'm talking about, here's a link to one of my runs: https://docs.google.com/document/d/15jAds3wFILJpxh0n1cspSZNeYpZj23816rFPxE14ALM/edit?usp=sharing
Cox needs to offer a place to explain or contact them PRIOR to blocking emails. Ugh.

Thank you, Allen! That's a great idea, unfortunately, I've had my same email for years, and people are used to contacting me at that email when wanting to volunteers.
You are100% correct. Nothing about these emails is "commercial" or unsolicited. Not sure how that was gathered from my post.

There is probably nothing that we forum-members can do to solve your problem. Usually the block comes from the recipients' end. Their email service sees 10+ similar emails from you and you get caught in their spam filter. The recipients can sometimes fix this by adding your name (in your case they have already done this) to their Address List. The other thing is to make sure that you don't send any links in the emails (doesn't sound like you have links.... just information).
You only have 2 days and that might not be enuf time to do detective work about your problem. Sometimes you can start small. Send out an email to 5 people on your Transport list. Cut the message by 2/3. You are trying to see what is triggering the anti-spam filter. If a short message to 5 recipients goes thru, you can slowly start to add to the length of the message and to the number of recipients. At some point you might see the emails getting blocked as spam.... maybe you can learn the exact thing that is causing that.
Call Cox and ask for a Tier 2 technician. One phone call might get you unblocked. You are not a spammer and you should not be treated like one.
If all of this fails, you will have to switch to text messages if everyone has a cell phone.

Well, I figured out a way around it, albeit ridiculously time consuming. I limited recipients to 10 at time, which means I'll be sending out 10x as many emails!

You may want to switch email providers. I wouldn't advise to use a residential email service for such a important business related function. Does the business or agency have it's own domain with email service you can use? What email provider do most of the people use your sending to?

I don't run a "business", and I'm not a non-profit. I do this in my own spare time. Several other coordinators use Fastmail. Looks like I'll need to check it out, because my email issues with Cox are ever increasing.

I wasn't meaning to say it's not allowed, just not preferable. Cox has a dynamic sending limit that makes troubleshooting difficult. Also, its simpler if your sending from the same domain as most of the people your sending to, since then you only have to worry about blocks from one system. Does your group have a website? If so, it may already have access to email service that may work better for you.
What are Cox's sending limits?
Cox currently allows up to 5 simultaneous connections per sending IP address, and up to 100 messages per connection. However, regardless of these limits, Cox may throttle your sending ability based on your sender reputation. Cox's sending limits and policies are subject to change at any time. Cox will update this website when changes are made.

Doing some digging on this and the part of:
"This message was undeliverable. This message has been found to be a potential spam message, and has therefore been blocked."
...seems to be part of the numeric SMTP code of 552. Per http://postmaster.cox.net/confluence/display/postmaster/Error+Codes
...this would seem to indicate you have an attachment of some sort that the SMTP server does not allow. This might extend to the URLs in the email, if the URL ends in one of the disallowed file types.
