The mini boxes are an extension of the direct to set lineup. While they have some additional features, they do not allow for the addition of movie pk, premiums, Sports Packages, or other packages such as El Mix and TV Economy.
While I do not know where the OP lives, Turner Classic Movies is in the TV Essential Pak in most Cox markets, so in most markets it should be available on a Mini box, unless it is still using Switched Digital Video.
I think the issue is TCM SD is a normal Essential channel, but TCM HD is a SDV. Since the mini box automatically tunes to the HD version of a channel, but the mini box can't want SDV channels, you can only see if if watching on a non HD TV.
Is it possible to manually go to channel 58, or which ever channel is TCM (SD) in your area? See line up here.

That is exactly what prompted my question. Here in Williamsburg, VA Cox told me I needed to get the Movie Pak to receive TCM. I ordered it and pay for it. I can get it on my DVR, but not Mini Box.

That is correct. Premium channel packages like the Movie Pak and HBO will not come in on mini boxes. Just like they wouldn't come in on CATV. You need either a advanced(SD) receiver, HD receiver, or DVR.
TCM is a part of "Advanced TV Economy" here it CT, not part of Essentials or the Movie Pak. With Contour TV it is part of the Variety Pak, Contour Preferred and above include it. Strange it would be included in Economy but not the entry level Contour.

most likely the SD version is on SDV which the mini boxes don't do try tuning to the HD channel.

TCM is part of Movie Pk in several markets. For this customer, the channel is not available because it's located in the movie pk.
