I am in Tulsa Oklahoma. About a month ago, 2 weeks after I got rid of cable tv and bought a new modem from Cox, staying with my Preferred Internet from Cox, i started having fluctuating download speed problems. I did everything I could on my end. Called the trouble number, ect. Set up an appointment that happened on Mar 15.
I live in a condo unit with plenty of neighbors. The tech was courteous and on time. He checked everything then told me the lines to the box where the cable was fed to the building was bad. He said the box was just hanging open and water and the elements had gotten inside. He switched my line to another position but that didn't help. I continued getting about 1Mps instead of close to 50 as I'm supposed to get.
He said he was very sorry but he couldn't do anything to help. He said he would put in a work order for Cox to come back and replace the box. I would not have to be here since the work was outside. That should happen in the next three days or so.
When the temperature outside was steady and cool Monday and Tuesday I would get 28 to 30Mps. But since Wed 3/23 the temperature has been in flux it has been all over the place. I cannot stream video. It reloads or buffers too much.
One example:
I like to watch Twitch.com and I had been anticipating watching MANvsGAME play Dark Souls III on release for months, and I could not watch it and chat with the other 13.5 thousand people watching it live.
I called back Wed. 23rd and found out that the order had not been processed properly. She made another appointment-sort of. She said within the next three days I would hear from a cox tech and he would need me to be here and he would come take a look.
Two days later (Friday 3-25-16) he called when I was about to go to work.
I said I would be off Monday and he said call him then and he would see if he could fit me in between two other service calls he had. He also said the first tech that came out was new and hadn't done things correctly and he didn't know exactly what the problem was and he wanted to see it for himself.
I will call Monday and hopefully I will get some help. My download speed is currently abysmal. I just ran a test on Testmy.net. It says Download :: 423 Kbps 53 kB/s.
I received a notice saying my cox bill was ready for me tonight.
I went to the site and checked my bill and it says they are charging me $50 Professional Installation on Mar 15.
I really don't think it is right for a company to charge me for not installing anything and not fixing anything.
This is just wrong.
If anything I should be getting a refund for putting up with the slow speed for the last month.
You might be able to tell I am extremely frustrated at the moment. And I can't unwind from work and watch any Twitch either.

I looked form this end and I'm seeing the modem report a bit of packet loss which would probably explain this. Are there any cable splitters you can try bypassing to see if that helps?

I have no splitters. As of noon today it was back to a faster speed. That's how it usually does. It will be bad for a while and then good for a while and then bad again. Usually it turns bad when the temperature changes, and especially when it rains.
I'm at work right now and not able to look at anything at home at the moment.
I wish it would stay good all the time.
I am actually more worried that I got charged for something I don't think I should have. It was titled Professional Installation on my bill and I self installed and it worked fine for two weeks. The tech neither installed anything or fixed the problem when he came out. He even said he was sorry he couldn't do anything.
I'll be checking with the next tech Monday. Hopefully I won't get charged again if/when he finds the problem outside.
