Hi ekelly,
We'd like to help. What happens when you pick up the phone? Are you able to get a dial tone or is it a busy tone? Is there a modem that is connected to your phone line? If so, there is a reset button located on the back of the modem. I recommend pressing and holding in the reset button on the back of the modem for about 5 seconds and release it. You will need something small like a paper clip or a toothpick in order to press the button. Once you press the button, the lights on the modem will reset. Please allow 3-5 minutes for the modem to reload. Once the all the lights on the modem turns solid, including the Telephone 1 light, test the phone to see if you're able to place outgoing calls.
If this doesn't help, please send us an email to cox.help@cox.com with your full service address so that we can further investigate this issue.
