Where do you live and what network is 1039? In Fairfax, VA, we don't get channel 1039. The Cox channel lineup skips from 1026 to 1053 (PBS to Mid-Atlantic Sports Network). Different areas have channel lineups.

A&E HD is channel 1076 here and, it's no help, CSI: Miami is currently on. You can check the NEWS FROM COX section of your monthly statement...either online or your paper version...to research if Cox Baton Rouge moved A&E HD to another channel.

I thought about that Bruce, but the non-HD channel (39) works

The boxes all look good from this end. Have you tried any other TVs in your home yet to see if you have the same issue?

Here's a stab in the dark. I don't know what cable boxes or software you have, but you could check if channel 1039 is blocked. Back in the early 90's...before you had to have a cable box...I was playing with the features of my new JVC TV. To test the Parental Guidance feature, I blocked Fox with and without a PIN. Without the PIN, the screen just appeared black. I forgot about the block until my wife shrieked over no Beverly Hills 90210 on TV.

Thanks Bruce will give that a shot, not likely though as we haven't been playing with the block features

Do you get an error message or just a black screen when you tune to 1039?

A subscriber also reported error code 3.1.1.2 on another forum.
Subscriber 1: "Ch 1022 (MTVHD) and 1056 (SpikeHD) show the message Service Unavailable. I checked the SD feeds and they work fine. It references 3.1.1.2 when calling CCS."
Subscriber 2: "I have had this happen on other channels in the past. On one occasion, the cable inside the pedestal in front of my house had a kink in it. Tech cut the line, put on new connectors and the problem was solved. The second occasion was caused by Cox doing some maintenance on the lines in our area. The tech knew nothing about the work being done until he started asking other techs in the area. The work was completed and this issue was resolved. Might also be a STB [Set-Top Box] going bad. I have had a few of those go bad in the past as well."

Typically, the quickest fix for 3.1.1.2 error code is a 2 minute power cycle. Try unplugging the receiver and leaving it unplugged for at least 2 minutes before plugging it back in. If this doesn't work, I suggest having a field technician come out to resolve the issue.
