Get a CableCARD and a TiVo Roamio Plus or Roamio Pro or a base Roamio and a TiVo Stream and you can.

The Roamio Plus/Pro has a built-in TiVo Stream, (the base Roamio, the Stream is sold separately)

Both iOS and Android can Stream LiveTV and Recordings.

You can even download the Local channels (or non copy protected) programs to an iOS device, Android not yet supported for downloads.
