Anyone know what the difference is between the advertised free analog outlet and the $2.00 digital outlet?

Are you referring to the picture signal from your cable provider...a digital signal versus an analog signal? Since June 2009, television stations have been broadcasting exclusively in a digital format. If you want an analog format, it won't be free because you'll have to buy/rent a digital-to-analog converter to change the signal from digital to analog. This converter box, much like a cable box, will allow you to receive a picture, but it won't be able to show high-definition pictures or give you access to other digital services.
Do you have an older, analog TV? Is your cable provider willing to give you a free converter box to receive a picture? If you have an older, analog TV, go with the free converter...or as you refer to as a free analog outlet...because your analog TV won't show high-definition pictures.
