Digital conversion on December 16th.
The newer TV's have both Digital and Analog Tuners. Will these newer TV's be able to receive the Cox digital broadcasts without a Cox Set-Top-Box (STB)?

No. They will (eventually) be encrypted. No TV (without a CableCard) will decrypt.
