Copy Once / Copy Freely Flag

I would like to understand when cable cards with Cox will work as designed.  The flag for "copy once" needs to be removed as it is with every other provider.  I find it puzzling why Cox isn't even consistent within its own service area as the flag is set to "copy freely" in some areas.  In addition, to get limited or no explanation as to why is also confusing.  

I would like to have a work around or this removed.  Cox - please don't read this and attempt to answer with FCC bogus regulations.  This is not covered by an FCC regulation.
