Copy Once / Copy Freely Flag a regional thing?
Cox representatives have said on numerous occasions flags are often enforced by content providers. I get some premiums like HBO that is very likely the case. However why do the flags very not just from cable company to cable company but even in DIFFERENT Cox markets? I don't subscribe to cable TV but would be willing to be a paying customer if I could use a cable card and watch just basic non-broadcast cable channels on the devices of my choice. But instead it seems Cox would rather alienate would be customers like me (and I'm not alone I discovered after a quick google search) from spend money with cox. I apologize if that sounded like a rant, but its frustrating when a consumer wants to spend money on a product and the only provider available in my area is unwilling to provide that. I'm hoping someone can give me a non wishy washy answer on why flags are so regional? From my prospective its just an easy way to collect DVR fees in particular markets.

You are absolutely right to be frustrated and a bit angry.
As to your Regional question, I believe all the Cox markets that do not use Copy Protection are all Motorola Systems. An SA/Cisco cable system has stricter security access controls than a Motorola system.
Cox does claim every single time that it is a part of the agreement with the Content Provider, Yet Cox allows certain markets, (I will not name them here) to not use the Copy Protection on anything but the Premiums. While other markets get flagged for everything except the Locals.
I always wondered if the cost per subscriber was less, if the Cable Co agreed to flag their channels with Copy Protection. The negotiated bottom line cost per sub is the only benefit I can see for the Cable Co to do it, although it might just be easier to flag everything rather than set certain channels.
Fox Networks, has recently made Verizon FiOS start using Copy Protection on all Fox owned cable networks, I have no idea what influenced FiOS to make that change. So more Cable Cos might start having to use Copy Protection also.

The ironic thing is I know several people who would pay for cox but these anti-piracy policy's actually drive them to other content sources (not always legally) instead paying cox for it.
I wonder if cox does get a lower price per subscription with cci if that offsets the subscription revenue they lose because of it.

Cox only has 54,000 Retail CableCARDs in use nationwide, with an average of 1.5 CableCARDs per CC customer, and those are the only ones affected. Most with a newer TiVo do not really care all that much, because they can Stream between boxes. Only the ability to download to a PC is affected.

Are there only 54k cc subscribers because cox has to make cable cards available per fcc but doesn't premote it since they really don't want it? I wonder how many more third party device would exist if cable companies didn't downplay the technology?
I don't really even care that much about recording. I just would like to have a central tuner like a hdhomerun or mythtv and then stream to my kodi devices I have throughout the house. Would much rather have a single firetv stick plugged into each tv then have to have a cablebox for live tv, another device for movies, etc etc.
