Contour, Tivo and Cablecards

I was speaking to a CSR this morning about adding television (gold package) to my Cox internet package.  I was told that no Contour packages will allow the use of cablecards for Tivo and that to get the same functionality I would have to add the Contour dvr at an additional $20/month.  Is this true?  Seems like that would make all Tivos obsolete, which would surprise me.  Based on that I didn't get the cable tv added.
