Want to change size etc. Need digital signal cuz option grayed out in tv's menu. Cox setup box with HDMI input. Change to cable input & picture becomes static. So how to change caption formats?

Do you mean HDMI cable or TV input labeled "Cable"? Also, can you explain "static"? If it's actual static, my guess would be either the HDMI port on box/TV or the HDMI wire. If you mean static as a kind of tiling or pixelization, then does it happen to all channels all the time?
For general information on how to change CC settings, what box do you have? Does this help?
