Can't reactivate Webmail account

Question

Is there a time limit or restriction on web mail addresses?  If not why won't the web mail reactivate?

Hi, make sure you are logged on as the primary Cox email account. Only the account holder can manage email addresses. If you are logged on as the primary account holder, what happens when you click on the Reactivate link?

I was logged to primary account it seems to update but still states it locked due to inactivity after update.
