Banner Ad in Webmail That Spawns Endless New Pages

Okay, now that my email is working again, there is a really annoying issue that needs to be addressed.  When using Cox Webmail, there are rotating advertisement banners at the top of the page.  These don't bother me - to be honest, my eyes and brain automatically tune them out.  However, there is one that is spawning endless new pages to the website it's advertising.  You don't have to click the banner for this to happen; you don't even have to mouse over it; you don't even have to be on the page - you can be working in another window and have Cox Webmail open in the background and this banner will STILL hassle you.  As soon as the banner appears on the page, it starts opening new browser windows (well, tabs actually - I'm using Firefox).  I have plenty of security, ad blockers, pop up blockers, etc. and NEVER normally get pop-ups and such, but this particular page apparently has a script that gets past all that.  As I type this, there's a banner for Cox Channel 1/OnDemand Services and all is fine... but in a minute or two, it will eventually start showing the problem banner again and spawning new tabs.  I've manually blocked all communication with the site in my security suite, but the new tabs still spawn - it just won't connect to the webpage since I have it blocked now.  Okay, the banner I'm talking about is advertising for GoodGameStudios.com and it opens new browser windows for this page over and over and over: http://lp.empire.goodgamestudios.com/?country=us&pid=247&camp=1&gid=12&cid=783686&tid=18363354
So, question here is... is anyone else being hassled by this banner and the browser windows it endlessly opens? 
Statement here is... Cox... please make this advertiser change their INSANELY ANNOYING ad or end your advertising agreement with them.

I don't see this stuff in Firefox.  I have Flashblock and AdBlock Plus installed.  Every so often I turn them off for one reason or another, and I can't believe the garbage that's inflicted on people, insane flashing ads all over the place.
