AT&T MICRO CELL issues

OK I have the all in one service with Cox and a newer Cox Cable wireless phone modem with another wireless router and a switch. I have 4 green lights on the Micro cell and can receive calls but cannot make one on my 5s iphones. Any hints? Tried unplugging the additional wireless router and disabling wifi on my phones.
