17% Packet loss to gamer server

Was wondering if anyone can help me figure out why I'm having 17% packet-loss to the server for my favorite online game. Below is a tracert of 136 samples. I don't understand why there is so much packet-loss. I have everything configured correctly, exception rules in my firewall, TCP-UDP both open, the port it uses 26000 is also open. We are not using splitters and my modem/router configuration is very simple and should not be limiting the packet delivery.
