watching tv outside without a cable box
I have a smart TV that is installed outside with wireless internet access but without a cable hook-up. How can I install and utilize the contour app so I can watch live TV

There is no app for televisions. Contour is only compatible on iOS, Android, Fire, Mac and Windows.
You could use Contour on one of those platforms and output the programming to your TV...like via a mini-HDMI cable, for example. Or, if your device and TV share a wireless technology...Bluetooth...you could wirelessly output the programming.
I haven't tried any of this so perhaps another contributor could verify.

try settings with tv controller & select wi-fi, not ethernet/cable/etc.
