ABC, ESPN, SEC Network channels have stop and lag every 10 seconds

When watching WEAR channel 3, any ESPN channel and the SEC Network, the picture freezes every 10 seconds or so and then resumes the normal picture while the sound keeps going as normal. This happens on all my receivers and even when the DVR has recorded something. This is very annoying and needs to be fixed. Anyone else experiencing this and what is the fix for it?
