gigabit but upload speed less than 1mbps

modem is netgear cm1200 + netgear xr500 router. should have zero issues. yet constant packet loss throughout the day, even at night time. the last few nights have been especially bad. I am a streamer and tonight I cannot even stream because my upload speeds are about 0.25 mbps. this is UNACCEPTABLE.

over the past year, I've probably had 5+ techs come out and all say the same thing. I had the upload speed issue for about 3 weeks straight a couple months ago and it seems to be back now. cox gigablast costs MORE than actual fiber and I'm getting UNUSABLE upload speeds for streaming.
