Did Cox just remove the ability to change internet plans online for everyone?

A month ago a went on vacation for a month and downgraded my internet service, as it was hardly going to be used.

Now, when I tried upgrading it again, it redirects me to:

https://www.cox.com/residential/special-offers/white-glove.html 

"As a preferred customer, you deserve personalized, white-glove service to manage your plan." And it only allows me to chat or call a team member.

Is this a Cox-wide change, or did Cox decide to punish me for some reason?
