Cox Gigiblast never faster than 25MB Download. Always near 35MB Upload

I am connected via gig Ethernet to a gig switch.  The first week was 300MB or so, never close to gig.  Now a month later its never over 25MB.  Yes I've tried all the reboots and no it's not wifi (I'm wired) and no it's not firewall settings etc.  Same results with COX speed test and SPEEDTEST.com. 

If this is due to Covid traffic then tell people the network is overloaded.
