Can't send email after switching ISP

I have Cox for email only (they are not a provider where I moved to.)  Up until recently mail worked fine but I just switched ISP's and now I can't send.  I get these messages:

cxr-obgw-6001a.stratus.cloudmark.com cmsmtp 136.244.54.211 blocked. Refer to Error Codes section at www.cox.com/.../email-error-codes.html for more information. AUP#CXDNS

My new ISP seems to think the fix is on Cox because they (the ISP) are using Google for DNS.

Where do I turn to fix this?

Cox doesn't have an email only option.  When you change to a different ISP, they allow 90 days for you to transfer existing emails and contact information before they delete your account.

It seems like this post begs more questions than answers.

 1. Does Cox offer an email-only service?
 2. Did the new ISP subscription and the Cox 90-day expiration occur at the same time?
 3. Does Cox not have authoritative DNS servers?
 4. Why would Cox only "better the service until 9 AM" as opposed to all the time?
 5. How does one "email us" if you're denying email service?
 6. How does one "stay safe and healthy" if you're adding angst?
 7. If someone pays for email service, why doesn't Cox have a backup, secondary, redundant or standby system for this paid service?

Me cornfuzed!

The moderator may have stopped reading at "Can't send email..." because there was a current email issue, and posted a canned response (with a strangely worded first sentence).
