xbox one slow download speeds

Anyone else experiencing extremely slow download speeds with the xbox one?  I've replaced my modem, tried a wireless connection instead of wired, and even direct connected to the modem.  Speed tests show 60mb down but when I try to actually download I get 1-4MB/s down.  It's terrible.  The kicker is the other devices in my house all work fine.  Must be the xbox one...yet if I take it to another house with cox it works fine.  I've also had another xbox that works fine at someone else's house come to my house and it's slow.  Microsoft is blaming the ISP, and cox sees nothing wrong.  I'm stuck in the middle.
