Closed caption information used to come to your TV on video line 21. It was easy for your TV to decode/display this information. With the STB and digital signal, the CC information does not travel to your TV through the HDMI connection. The TV's CC decoder has nothing to decode. But, most models of STB will decode the CC information and overlay it on the video signal. So, you must use the STB's CC circuitry. There is a set-up menu to do this, and Cox recently made the CC toggle on/off using the CC button on the remote of STBs running the Contour IPG.

Have you tried enabling this feature through your receiver? What is the model of the receiver that you have?
