Does Cox support DHCP over L2TP for WAN interface of residential gateways that support it?

What gateway? Cox itself doesn't block the ports. See here. Could you give more info on your setup and what your trying to do?

I doubt that Cox officially supports L2TP but there's no reason you can't set it up. I'd give it a go, should work fine.
