Upgraded to DOCSIS 3.0. DL speed seems capped around 32 Mbps

I just recently upgraded from a DOCSIS 2.0 modem to a DOCSIS 3.0 modem. I'm on a Premiere plan and should be expecting something somewhat close to ~100 Mbps, but it seems none of the speed tests go above the ~32 Mbps threshold. I've done a few searches and this speed seems a common cap for people with the DOCSIS 2.0 service code still, and was wondering if that's my issue. I've done speed tests while plugged into the router, and plugged directly into my PC. Neither moved above ~32 Mbps.
